Jim Casper, professor of sociology at the The Graduate Center, CUNY and head of the 300 West 15th Street Block Association, which abuts the former Nabisco complex, moved to the neighborhood in 1992 and recalls that "at that time, [the buildings] mostly had sweatshops in it… It was a wondrous thing when Chelsea Market opened in 1997, almost the same time as Chelsea Piers. The neighborhood suddenly attracted tourists."
