2021 Open Enrollment Period

This year’s Open Enrollment period will run from November 1, 2021 – November 30, 2021. Since you will not be able to make changes for a year, please take the time to review your current 2021 benefit coverage and consider whether new choices will better serve you and your family’s needs in 2022. You can make the following changes:

  • Change your health plan
  • Add or drop coverage for your dependents
  • Add or drop Optional coverage to the Health plan
  • Elect to participate in the Buy-Out Waiver Program
  • Switch Dental Plan coverage between Guardian and DeltaCare USA (Instructional and Classified Managerial Staff)

Changes made during the Transfer Period will become effective January 1, 2022 and the new payroll deduction, if applicable, will begin with your first full paycheck in January 2022. If you do not wish to make any change in coverage, your current medical and dental elections will automatically roll over into 2022.

If you are not thoroughly familiar with the various medical plans, we encourage you to visit the website www.nyc.gov/hbp for plan summaries. Each health plan has prepared a Summary of Benefits and Coverage (SBC) as required by the Patient Protection and Affordable Care Act. You may call the health plans directly for information or visit their websites. Additionally, you may download the health insurance enrollment form required for any change from this website at http://www1.nyc.gov/site/olr/health/active/health-active-forms-and-downloads.page. The health plan rates and other information are attached.

Many of the health plans will be offering informational webinars for employees who wish to learn more about their health plan offering. Please visit the Health Benefits Program website at www.nyc.gov/hbp for registration information.

Health Plan Coverage for Employees Hired on or After July 1, 2019:

City of New York employees, and employees of Participating Employers, hired on or after July 1, 2019, and their eligible dependents, who were only eligible to enroll in the EmblemHealth HIP HMO Preferred Plan, must remain in the HIP HMO Preferred Plan for the first year (365 days) of employment. After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365-day period.

Regarding the dental coverage, if you wish to enroll in or drop out of DeltaCare USA, (the dental HMO plan), you must complete the necessary form. To review the dental plans offered, please visit http://www.psccunywf.org/full-time- actives/fund-benefits/dental.aspx

Do not miss having the benefits coverage you and your family need for the coming year. Please make your elections by the November 30, 2021 deadline. Completed health and dental enrollment forms must be returned to The Graduate Center’s Office of Human Resources. Forms will not be considered complete if information is missing. Dependents will not be added without acceptable proof of dependency such as a marriage license, Domestic Partnership certificate, birth certificate, adoption or legal guardianship papers. Please review the attached list of dependent eligibility required documentation to be used for adding a dependent.
