Homeowners whose houses were damaged in Hurricane Sandy five years ago have left the city's Build it Back program in a mass exodus, a report from Comptroller Scott Stringer found — which "raises serious questions," he said, about the city's ability to handle recoveries from future disasters. “In September 2016, Build it Back commissioned a study of applicant withdrawal in collaboration with the City University of New York’s Center for Urban Research, scheduled for completion by the end of 2016. However, despite repeated requests by the New York City Council and the Comptroller’s Office, the study has not yet been made public.”
