The Graduate Center HEO Labor-Management Committee
In accordance with the PSC-CUNY collective bargaining agreement, the HEO Labor-Management Committee addresses workload concerns and reviews requests for assignment differentials. A HEO series employee who has concerns about his/her workload must complete the “HEO – Labor-Management Committee Workload Concerns for Higher Education Series Employees Form” and include any necessary documentation outlined in the form. The form and documentation must be submitted to Lynette Phillips, Labor Designee, for transmission to the Chair of the HEO Labor-Management Committee for review by the HEO Labor-Management Committee. The Committee may make a non-binding recommendation to the President and the Labor Designee. A copy of the form will be returned to the employee once it is reviewed by the HEO Labor-Management Committee, President, and Labor Designee.
HEO – Labor-Management Committee Workload Concerns for Higher Education Series Employees Form
Assistants to HEO, HE Assistants, or HE Associates who have completed one or more years of service at the top salary step in their respective salary schedules shall be eligible for a discretionary assignment differential of $2,500 to be added to their annual base salary, based upon excellence in performance or increased responsibilities within the title. Eligible employees may be nominated by their supervisor or may nominate themselves to receive the differential.
An eligible HEO Series employee or his/her supervisor should submit the “HEO – Labor-Management Committee Application for Assignment Differential for Higher Education Series Employees” and any necessary documentation outlined in the form to the Executive Director of Human Resources. The Executive Director of Human Resources will forward the application and any attached documents to the Chair of the Labor-Management Committee for review. The HEO Labor-Management Committee may request additional documents to support the request. A positive recommendation from the HEO Labor-Management Committee will be forwarded to the GC HEO Committee for review. A positive recommendation from the HEO Committee will be forwarded to the President/President’s Designee. A copy of the application will be returned to the employee once it is reviewed by the HEO Labor-Management Committee, HEO Committee, and President/President’s Designee.
The transaction will be effective the date of the President’s/President/President’s Designee’s approval.

The HEO Committee will review reclassification requests which may be initiated by an employee or a supervisor. An employee or supervisor requesting a reclassification must complete the “College HEO Committee – Form for Reclassifications Submitted by a Higher Education Officer Series Employee or his/her Supervisor” and include any necessary documentation outlined in the form. The form and documentation must be submitted to Jenny Furlong, Chair of the HEO Committee. A positive recommendation from the HEO Committee will be forwarded to the President or the President’s Designee for consideration. A President’s or President’s Designee’s positive recommendation will be forwarded to the Executive Director of Human Resources. A copy of the form will be returned to the employee once it is reviewed by the HEO Committee and the President/President’s Designee.
