Perhaps the most comprehensive report on the effects of California's program was conducted nearly a decade after the law's passage. Researchers Eileen Appelbaum of the Center for Economic and Policy Research and Ruth Milkman of the Graduate Center at the City University of New York surveyed 253 employers and 500 individuals about their experiences with the program.
