Non-Tax Levy Accounting
The Non-Tax Levy Accounting Office oversees all non-tax levy entities at the Graduate Center. As custodian of these funds, the office is responsible for receiving payments, properly recording receipt and disbursements, performing reconciliations of all bank accounts, and preparing and distributing financial statements.

Non-Tax Levy Entities
These related entities, established for charitable and educational purposes, are tax-exempt under the Internal Revenue Code section 501c(3). Each entity is affiliated with the University, with the relationship between the entity, the Graduate Center, and the University well-defined.

The General Fund Office is responsible for maintaining the financial integrity of the non-tax levy entity known as the Graduate Center Non-Tax Levy Fund for Research Grants, CUNY Endowment Investment Pool, and Miscellaneous Accounts (Q Chart). The office prepares and provides the financial statements that fairly present the financial position of this entity in conformity with generally accepted accounting principles.
The funds in this unit consist primarily of restricted donations, which are generated from external sources as gifts to the Graduate Center. They are subject to the specific terms of the gift and are never considered funds that can be used for discretionary purposes. If a donor specifies that a specific department can use these funds at their discretion, however, they are treated as funds that can be used for discretionary purposes. Donors may also restrict the use of these funds to specific departments (such as mathematics) and/or for specific purposes (such as scholarships).
Each fund is assigned a fund manager, comprised of Graduate Center faculty and/or senior administrative staff. Fund managers use these funds to support their operations, sponsor college activities, and provide scholarships, among other things. All Graduate Center programs, centers, institutes, and departments authorized to spend from restricted funds are responsible for managing expenditures as well as ensuring timely and appropriate application of funds consistent with donor intent.
The Graduate Center Auxiliary Enterprises Corporation (AEC), a self-supporting business unit, was formed in 2000 to cultivate educational and social relations among the Graduate Center community. It upholds the University’s teaching, research, and public service mission by providing high-quality, cost-effective, and innovative services (such as college dining services and facilities and copier services), venues, and financial resources that support the lives of students, faculty, staff, alumni, and visitors.
The Child Development and Learning Center, Inc. was incorporated in 2000 to establish, maintain, and operate a day care center at the Graduate Center for dependent children of registered, matriculated students, and, as space permits, children of non-matriculated students, faculty, and staff.
The Doctoral and Graduate Students' Council (DGSC) is the sole policymaking body representing students in doctoral and master's programs at the Graduate Center. The council, its executive committee, and its steering committee are charged with representing student interests before the administration and external bodies.
In addition to informal and ongoing communications, the DGSC committees are responsible for supporting various student organizations, fostering a sense of community among students, and providing funding for cultural affairs, available for activities at all campuses where doctoral students are located.
Funds derived from the student activity fees are available for use by the individual programs.
The Graduate Center Foundation was established in 1983 as an independent not-for-profit entity that is committed to promoting and safeguarding the success of the Graduate Center. As the sole channel for contributions to the programs, centers, and institutions of the Graduate Center, the foundation works with the GC president and provost on institutional priorities such as student housing, career planning, and collaborative research, as well as with program leaders on targeted scholarships and stipends, travel and conference aid, and alumni communications. The foundation also manages and invests donations for use by the Graduate Center.

The Graduate Center Foundation Housing Corporation was formed in 2008 to foster and enable the achievement of education goals of students enrolled at the City University of New York Graduate School and University Center by creating affordable housing for graduate students and their families.
